* cdl/net.cdl (CYGPKG_NET_BUILD_HW_TESTS): Requires eth hardware devices. (CYGPKG_NET_TESTS): Remove from under CYGPKG_NET_BUILD_TESTS (which became CYGPKG_NET_BUILD_HW_TESTS) so the loopback tests are always built.
